Banks and faculties have been closed. Federal and state workplaces have been not open. But on the Cayuga County Office Building, it was enterprise as standard.

Juneteenth, the anniversary of when the final enslaved folks have been freed in Texas, was formally noticed on Monday. It grew to become federal and state holidays in 2021.

But it was not a holiday for Cayuga County employees. In an electronic mail obtained by The Citizen, Sheila Smith, the clerk of the Legislature, reminded all employees that Juneteenth is not a county holiday and they need to report back to work as scheduled.

The metropolis of Auburn, Harriet Tubman’s last resting place, noticed the holiday. Neighboring counties, together with Onondaga and Seneca, have designated Juneteenth as a county holiday.

Cayuga County Legislature Chairman David Gould instructed The Citizen on Friday that he helps establishing Juneteenth as a county holiday. The determination not to do it this 12 months is extra about timing.

The contracts with 4 totally different public worker unions are up this 12 months and negotiations will probably start this summer time, he stated. He anticipates that including Juneteenth as a holiday for county employees shall be addressed in these talks.

People are additionally studying…

“Because it is a contract negotiation 12 months, (the Legislature) determined to attend and we’ll negotiate it with the unions by the contract,” Gould stated, including that if the Legislature “made it a holiday final 12 months, I’m certain it could’ve stayed that method this 12 months.”

Gould’s predecessor, Legislator Aileen McNabb-Coleman, was the chair from 2020 by 2021. Even although then-Gov. Andrew Cuomo had signed an government order making Juneteenth a state holiday in October 2020, she stated the county did not obtain notification concerning the holiday till a few days earlier than the Juneteenth anniversary.

She blamed the late discover as the rationale why the county did not observe the holiday.

“Admittedly, there was a lack of time for planning,” McNabb-Coleman stated. “From reopening from COVID, the (county Department of Motor Vehicles) was on totally different hours. All these departments have been on totally different hours. We determined that on quick discover, it was an excessive amount of to deal with and determine.”

During McNabb-Coleman’s tenure, the county issued a proclamation recognizing Juneteenth. Gould introduced a proclamation at Juneteenth festivities over the weekend.

Legislator Brian Muldrow, the county’s first Black lawmaker, instructed The Citizen that he has partnered with three different legislators — Gould, Christina Calarco and Chris Petrus — to introduce a decision that encourages the general public worker unions to acknowledge the holiday. The aim of the decision is to make sure that Juneteenth is added as a holiday within the last contracts.

He stated the Legislature will vote on the decision at its full assembly on Tuesday.

“This, recognizing (Juneteenth) as a holiday in our county permits the Black and Brown folks, in addition to all people, to know that the county truly is going to acknowledge today as they need to and the nation ought to,” he stated.
