CONSTANTA, Romania—Across Ukraine, farmers are navigating mines, traversing bombed bridges and risking harmful maneuvers at overworked ports to avoid a Russian blockade and get their grains to a world determined for them.

But for all their efforts, Ukraine’s strained infrastructure has little hope of having the ability to deal with the 30 million metric tons of corn, wheat and sunflower oil that’s anticipated after harvesting begins in June, farmers and authorities officers stated.
